This annoucement was made byApple via an email that was sent to registered iPhone developers. Yes that means to benefit from App Store Resource Center, iPhone developer membership is required.
App Store Resource Center comes as an addition in form of a new site to the iPhone Dev Center. The App Store Resource Center has been introduced with the focus on assisting developers in submitting their App to the App Store for approval by providing tips and guidance and everything else that’s necessary to make the app submission process as simple as possible.
